The FMCSA mandates safety/emergency equipment be applied to vehicles that:

• have a gross vehicle weight rating (GVWR) or combined weight of over 10,000 lbs.
• are buses with over 8 passengers (for hire/compensation) or 15 passengers (non-compensated)
• are transporting hazardous material that requires a placard.
